Preconditions for archive script, set by Jexp administration tool

Before the archive script can be used to send data to the archive,
the Jexp administration tool must be used to initiate the data directories.
This will happen only if obsType of the experiment is USER, NME or PILOT.

If correct obsType then:

  1. The experiment directory and its subdirectories will be created.
  2. In the fits subdirectory the files .htaccess and .htpasswd will be created,
    which prevents them from being read by the world as long as they are not open for the PI.
  3. In authentication table archExp an entry is created to indicate that authentication is set.
